About the Role
NHS England are looking to recruit an analyst at Band 7 Level. The post will be based within the East Intelligence & Insight Team. 
At a high level, the Intelligence & Insight Team supports the East of England’s Operations Directorate to distinguish between signal and background noise. We guide customers to make meaningful changes within their work areas, which broadly cover performance and improvement, always bearing in mind that behind all the numbers are the patients we serve.  
As an Analyst, the post holder will work as part of a dynamic insight team supporting managers and staff across the Operations and System Support Directorate, helping them to distinguish between signal and noise by providing actionable insights.   
The Analyst will help manage and deliver a high-quality insight service to customers using extensive knowledge of NHS data and business processes, good technical skills, and a passion for storytelling. Through their excellent insight skills, they will enable the Operations and System Support Directorate to drive meaningful changes for patients in the region. 
Main Duties
- Demonstrate significant experience and understanding of a breadth of analytical methods and their application, to provide high quality, timely analysis and intelligence to a standard which reflects current best practice.
- Demonstrate a deep understanding/experience of at least one analytical technique with application to healthcare.
- Structure problems and develop appropriate analytical solutions, analysing and triangulating data in innovative ways, and adapting approaches to deal with ambiguity. Deploy analytical judgement in dealing with unstructured and/or missing data.  
- Take a practical approach to providing advice, giving persuasive explanations of complex concepts orally and in writing to a range of audiences.
- Have good project management skills, including the ability to plan, manage and deliver a portfolio of projects, juggle competing priorities and tight deadlines, and work autonomously to drive own work programme and of others. Anticipate and proactively manage delivery risks, quality assure their own and other’s work.  
- Work with other team leaders to develop and manage all staff in the analytical team, providing appropriate coaching and support.
- Build and manage collaborative relationships across the health system, including internal and external policy and analytical teams, providers and clinical experts, and challenging external partners and stakeholders.

Qualifications
Essential criteria
- Educated to a master level in a numerate subject (e.g. Mathematics, Economics, Statistics, OR, related quantitative or analytical discipline) or equivalent level of qualification or significant equivalent experience in specialist area.
- Evidence of continued professional development.
Skills Capabilities & Attributes (Essential criteria)
- Technical skills in data management, business intelligence and analytics. Experience in using a range of statistical software such as R, SQL, and Python.
- Build relationships and networks with great communication skills verbally and in written form to influence the design of the NHS and support those making difficult decisions. Able to work to a brief to deliver timely analysis.
Knowledge and experience (Essential criteria)
- Comfortable working with data, evidence and large NHS datasets. Experience of triangulating data from different sources, demonstrating an appreciation of the differences that might occur.
- Inquisitive and methodical in applying analytical methods to explore a problem and identify key issues. Know how to use techniques appropriately, drawing on relevant experience. For example, interpretation of data, statistics, evaluation, or simple modelling or forecasting
Other Requirements
- Evidence of familiarity with and application of statistical techniques beyond those of descriptive statistics (e.g. standardisation and confidence intervals). This may include multivariate analysis, forecasting and modelling. Experience in use of mixed method approaches using qualitative and quantitative methods (i.e. evaluation, health service research or economics).
- Inquisitive and methodical in applying analytical skills. As an analyst, you will know how to use techniques appropriately and either have a degree in a highly numerate area or evidence of equivalent experience. 
- Technical skills – We currently use a mix of SQL, R, Python, Databricks & Tableau to work directly with large data sets and produce analysis at scale. As an analytical officer you’ll need to be familiar with using technical tools or show keenness to learn these. 
- Comfortable working with data and evidence – The NHS has a multitude of large data sets. Experience in NHS data sources is welcome, although transferrable skills are considered.  
- Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
- Demonstrated capability to act upon incomplete information, assess data quality, using experience to make inferences and decision making.
- Relationship building & networks – Our analysis and support are needed to influence the design of the NHS and support those taking difficult decisions, you need to be able to work to a brief to deliver timely analysis. 
- Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders.
- Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales.
- The post holder will be required to be adaptable and make judgements when finding analytical solutions to problems, to analyse and triangulate data in innovative ways and present findings clearly to a range of audiences.
While a healthcare background is beneficial, it is not essential, you could bring transferrable experience and skills with intelligence and data.
