Dudley Metropolitan Borough Council is seeking an experienced Construction Safety Officer to support the delivery of safe and compliant building projects within the Dudley area. This role is ideal for professionals with strong expertise in construction health and safety management, regulatory compliance, and CDM (Construction Design and Management) regulations.

The successful candidate will provide professional guidance on statutory construction-related health and safety matters, ensuring that projects meet current legal requirements and industry standards. The role involves supporting complex construction projects, including large-scale developments such as high-rise buildings, while promoting best practices in workplace safety and risk management.

Applicants should demonstrate proven experience advising on construction safety regulations, site risk assessments, and health and safety compliance within building and infrastructure projects. A strong understanding of current and emerging best practices in construction health and safety is essential to help maintain high safety standards across projects.

Candidates must hold a Level 6 qualification in a relevant construction or health and safety discipline, along with the NEBOSH General Construction Certificate or an equivalent professional certification. Strong communication and advisory skills are also important, as the role involves working closely with project teams, contractors, and stakeholders to ensure safe construction environments.

About the Role

We are seeking a highly skilled Construction Safety Officer to lead on statutory compliance with the Construction (Design and Management) Regulations 2015 across all Council directorates. This is a pivotal role ensuring safe working environments on construction sites and safeguarding the health and safety of contractors, staff, and the public.

 

You will act as the Council’s corporate lead for CDM regulations, fulfilling duties as Principal Design Consultant and Client’s Agent. The role involves managing CDM functions for internal and external clients, coordinating design teams, and liaising with contractors and the Health and Safety Executive (HSE).

Key Responsibilities

  • Ensure compliance with CDM Regulations and prevent breaches of law.
  • Prepare and maintain standard CDM documentation and Pre-construction Information.
  • Chair corporate CDM policy meetings and provide guidance to senior managers and design teams.
  • Monitor construction projects on-site, appraising compliance with health and safety standards.
  • Provide technical advice on hazard identification, risk assessments, and safe design principles.
  • Manage health and safety files and liaise with the HSE for project notifications and investigations.
  • Deliver staff training and workshops on CDM requirements and best practice.

Essential Criteria

  • Proven experience offering advice on statutory construction-related health and safety issues and CDM matters.
  • Experience supporting complex building projects, including high-rise developments.
  • Strong knowledge of current and emerging best practice in construction health and safety.
  • Level 6 qualification in a relevant construction or H&S discipline and NEBOSH General Construction Certificate (or equivalent).
  • Membership of IOSH or other relevant professional body.
  • Excellent communication skills and ability to influence design considerations.
  • Ability to work independently and within multi-disciplinary teams.
